I actually capeesh your patience. I made a lot of progress over the by couple of days and I found where the outcome is. Apparently, it's related to some weird SP behavior (BUG in my eyes) that tons of users have encountered over the past few years. I'd like to first work with yous to confirm it, then if we're in understanding...I'd like this to be escalated.

Let me first re-state once again the initial challenges:
- ASPX files could not exist opened in browser (from Documents or any other newly created library)
- ASPX files could non be copied into the Site Pages library

SP Online Provided past my company:
- After running into the ASPX challenges outlined above, I asked one of our SP admins to enable Custom Scripting on the site that I ain. He did that by running this powershell script:
Set up-SPOsite https://XXXXX.sharepoint.com/sites/XXXXX -DenyAddAndCustomizePages 0
- The same issues with ASPX file issues connected though. And each time I checked my own permissions, it stated at the bottom the bottom that one of them is denied. This is despite of having Full ACCESS equally Site Owner, which includes the permission that is supposedly denied.
- I discontinued any farther attempts in this surroundings so that I do not accept to problems our SP Admin until I hear Microsoft's official response.
SP Online that I purchased 5 days ago for myself:
- Here I had full admin access and I could exam anything that I desired. And I could also run across the out of the box behavior.

- Checked my permissions again and the "Add and Customize Pages" was still denied, even though I'thousand both Site Possessor AND Site admin.
- Next, went to Permission Levels and created a new Permission Level which just has "Add and Customize Pages" in information technology. Then added it to a new group and fabricated myself a member of that grouping. Thus hoping to override somehow the global "deny" for that permission. Sadly, that didn't assistance in any way

- That resolved the bug. The "Add and Customize Pages" permission is no longer denied. And I'm able to do anything that I demand with ASPX files - upload them, open them in browser, etc.
https://bestgreencarscom.sharepoint.com/sites/TestSite2 - this one nonetheless has the issue and I've not run the script on information technology. If you demand to play with information technology on your end, please go ahead.
As you can meet, there's a lot of bug with the behavior outlined under the ii scenarios and I need someone to take this seriously and help get all of this addressed. After seeing hundreds of similar complaints online from users from the past few years, I'yard shocked that none of this has been already addressed/fixed. I'll practice my best to summarize everything that needs attending:
- SP Admins should be able to enable Custom Scripting from the website Admin Console for individual sites likewise (not only at the global sites collection level).
- When an SP admin enables Custom Scripting for a specific site via Powershell:
- IT SHOULD Actually Piece of work!
- Those with Full Access (Site Owners for instance) should automatically have access to "Add together and Customize Pages"
- If nosotros create a new permission that specifically has "Add and Customize Pages" in it....and nosotros grant someone that permissions, It SHOULD Really WORK!
- There should exist no need for the SP Admin to too enable this globally via the Admin Panel for the entire drove of sites
- When an SP admin enables Custom Scripting for the site collection at the global level via the Admin Panel:
- Information technology SHOULD Actually Work!
- Every existing and future site under that site collection should from here on permit Custom Scripting
- The global hard-coded "DENY" of the "Add and Customize Pages" permission should automatically exist lifted for all users that take Full Command or that are members of any other group that allows that admission,
